Goyang Special City Forms 3rd Supplementary Budget of 3.7818 Trillion Won… Injects Integrated Fiscal Stabilization Fund
Goyang Special City announced on the 13th that it has formulated and submitted to the Goyang City Council a 3rd supplementary budget for 2026 totaling 3.7818 trillion won to overcome an unprecedented fiscal crisis and promote public livelihood stability.
This supplementary budget is 182.8 billion won (5.08%) larger than the existing budget.
By accounting category, the general account was increased by 108.3 billion won (3.58%), and the special account by 74.5 billion won (13%). Goyang City has decided to utilize the Financial Stabilization Fund to ensure the uninterrupted implementation of essential projects directly related to citizens' lives, despite a significant reduction in available resources—resulting from a 5.6 billion won decrease in general adjustment grants following Gyeonggi Province's recent declaration of a "financial emergency" and an increased burden on the city for national and provincial subsidized projects.
The city plans to utilize 39.755 billion won from its self-accumulated Integrated Financial Stabilization Fund through a loan arrangement.
The fund operates on a repayment method where principal and interest are repaid in equal installments starting from the fifth year, following a three-year grace period, with an interest rate of 2.5%.
Goyang City intends to secure funds for repayment once revenue conditions improve in the future, thereby establishing a virtuous cycle in its finances.
This supplementary budget includes a substantial amount of funding aimed at alleviating citizens' transportation costs and strengthening public transportation services. Funding has been allocated for 17.39 billion won for K-Pass public transportation fare refunds, 3.6 billion won for operational support of the public management system for Gyeonggi-do city buses, 3.5 billion won for financial support for village buses, and 2.47 billion won for the metropolitan area transfer discount support surcharge.
Support for the socially vulnerable and the welfare sector will also be strengthened.
This includes 14.67 billion won for relief funds against high oil prices, 13.31 billion won for home care benefits under the Long-term Care Insurance for the Elderly, 9.03 billion won for housing benefits, and 4.92 billion won for activity support benefits for the disabled.
4 billion won has also been reflected for construction costs of the Comprehensive Welfare Center for the Disabled.
Investments to revitalize the local economy and expand urban infrastructure will also continue. 20 billion won has been allocated for the KINTEX Metropolitan Transportation Improvement Plan, along with 2.46 billion won for supporting the issuance of Goyang Pay, 1.3 billion won for the Todang 1st Neighborhood Park development project, and 1.05 billion won for the construction of a complex cultural facility within the Seongsa Innovation District's Living SOC.
In the fields of culture, education, sports, and environment, 5.71 billion won has been allocated for school meal subsidies, 3 billion won for the construction of the Wonheung Complex Cultural Center, 2 billion won for the construction of the Baekseok National Sports Center, 1.9 billion won for the Tanhyeon Sports Center, and 470 million won for the installation of facilities for utilizing leaked groundwater.
Given the difficult financial situation, Goyang City maintains the position that, rather than simply cutting the budget for essential projects, it will prioritize projects directly related to citizens' lives by actively utilizing available resources. "A Goyang City official stated, 'In order to protect the daily lives of citizens suffering from high prices and economic recession, we have made preemptive investments using funds instead of reducing essential budgets,' adding, 'As soon as the budget plan is finalized, we will swiftly push forward with the major projects of the 9th popular election's 'Goyang Great Transformation' so that citizens can feel the changes in their daily lives.'"
