고양특례시가 건전한 납세질서 확립과 조세 정의 실현을 위해 자동차세 상습 체납 차량에 대한 강력한 단속에 나선다.

고양시는 자동차세를 2회 이상 체납한 차량 3천988명을 대상으로 오는 9월부터 관내 전역에서 전국 번호판 집중 영치 활동을 실시한다고 밝혔다.

시는 본격적인 현장 단속에 앞서 대상자 전원에게 번호판 영치 예고문을 일제히 발송했다.

그러나 예고 기간 이후에도 체납액을 납부하지 않는 고액·상습 체납 차량에 대해서는 무관용 원칙을 적용할 방침이다. 

특히 불법 명의 차량인 이른바 대포차에 대해서는 끝까지 추적해 발견 즉시 강제 점유하고 공매 처분하는 등 강력한 체납처분을 이어갈 예정이다.

고양시는 일률적인 강제 징수에만 의존하지 않고 경제적 어려움을 겪는 영세 사업자와 생계형 체납자에 대해서는 맞춤형 징수 행정도 병행한다. 

체납자의 경제적 상황을 고려해 분할 납부를 유도하고, 필요한 경우 체납처분을 유예하는 등 시민의 생계를 고려한 탄력적인 징수 행정을 추진할 계획이다.

시는 성실하게 세금을 납부하는 시민들이 상대적으로 불이익을 받지 않도록 고질적인 체납에 대해서는 엄정하게 대응하는 한편, 경제적 어려움으로 세금을 한꺼번에 납부하기 어려운 시민에게는 실질적인 납부 기회를 제공한다는 방침이다.
