Paju City, First Local Government in Nation to Directly Supply Paju-style Public Renewable Energy… Supporting Local Companies’ RE100
- Completion of 1,148kW Solar Power Plant No. 1 at Munsan Water Treatment Plant
Paju City is launching a public energy model that directly supplies renewable energy produced on public land to local small and medium-sized enterprises (SMEs), marking a first for local governments nationwide.
Paju City announced that it held a completion ceremony for the "Paju Public Renewable Energy Power Plant No. 1" at the Munsan Water Treatment Plant on the 12th, attended by approximately 50 people, including Paju Mayor Son Bae-chan and representatives from electricity-consuming companies.
The newly completed power plant features a 1,148kW solar power generation facility installed on the site of the Munsan Water Treatment Plant. The generated electricity will be supplied to seven local SMEs through Direct Power Purchase Agreements (PPAs).
The participating companies include Samsung Special Brake Co., Ltd., Sunil Safe Manufacturing, Space Talk Co., Ltd., Shindo Industry Co., Ltd., C&C Co., Ltd., Hanul Saengyak Co., Ltd., and Hyunjin Co., Ltd.
In particular, the electricity supply unit price was set at 130 won per kWh, the lowest level among domestic direct PPAs.
This is even lower than the solar power generation unit price target of 150 won per kWh proposed by the Ministry of Climate, Energy and Environment.
Furthermore, a fixed price has been applied for 30 years to ensure that participating companies receive a stable power supply over the long term.
This price competitiveness is attributed to reducing land costs by utilizing public land, and lowering project implementation costs as Paju City directly handles civil complaints and administrative procedures.
Paju Urban Development Corporation, a local public enterprise, also participated in the operation of the power plant and power supply, enhancing the stability and reliability of the project.
Participating companies are now able to reduce the burden of electricity costs and the risks associated with price fluctuations by receiving renewable energy at a fixed price for an extended period.
In particular, it is expected to help strengthen the competitiveness of export companies by enabling them to stably respond to the growing demand for renewable energy from overseas clients in the global market. This project holds great significance in that it departs from the conventional model of public solar power projects, where electricity generated is sold to the Korea Electric Power Corporation (KEPCO), and instead involves the local government directly supplying renewable energy produced on public land to local businesses.
It is evaluated as having established a so-called "local production, local consumption" model typical of the Seoul metropolitan area, where local companies consume energy produced locally, and has laid the foundation to support companies in fulfilling RE100 commitments and responding to trade barriers related to renewable energy that may arise during the export process.
At the completion ceremony, Paju Mayor Son Bae-chan stated, "This first public renewable energy power plant marks a meaningful start that connects electricity produced by the local government to the competitiveness of local businesses and realizes the Seoul metropolitan area model of local production, local consumption." He added, "We will provide solid support for local companies' RE100 implementation and the resolution of trade barriers, and expand the public renewable energy system to ensure that businesses and citizens enjoy tangible benefits."
Paju City plans to sequentially construct the 2nd, 3rd, and 4th public renewable energy power plants by identifying additional underutilized public land, such as road slopes and bicycle paths. Through this, we plan to expand the supply of electricity to local companies that require renewable energy and continuously develop a public energy model that links the local economy with the energy transition.
