파주시가 오는 8월 실시되는 ‘2026년 을지연습’을 앞두고 비상대비태세 강화에 본격적으로 나섰다.

파주시는 지난 7일 시청 재난안전대책상황실에서 손배찬 파주시장 취임 이후 첫 을지연습 준비보고 회의를 열고, 전시 대비태세와 분야별 준비 상황을 집중 점검했다고 밝혔다.

이날 회의에는 최병갑 파주시 부시장을 비롯해 각 실·국·소·본부장이 참석했다.

참석자들은 을지연습 추진계획을 공유하는 한편, 부서별 전시 임무와 비상대비 체계를 점검하고 실제 상황 발생 시 신속하게 대응할 수 있는 실효성 있는 훈련 방안을 논의했다.

을지연습은 국가비상사태 발생에 대비해 정부와 지방자치단체, 공공기관 등이 전시 대비계획인 충무계획의 실효성을 검증하고 전시 임무 수행 절차를 숙달하는 정부 비상대비 훈련이다.

올해 을지연습은 한미 연합연습인 ‘을지 자유의 방패(UFS)’와 연계해 진행된다. 

오는 12일 위기관리연습을 시작으로 18일부터 21일까지 4일간 본격적인 정부연습이 실시될 예정이다.

특히 인구 54만 명의 대도시이면서 북한과 맞닿은 접경지역이라는 파주의 지리적 특성을 고려해 시민 보호와 주민 대피 역량을 높이는 데 중점을 둔다.

파주시는 이번 연습의 핵심 과제로 공습 상황에 따른 주민 대피와 후방지역 주민 이동을 선정했다. 

실제 비상상황을 가정한 주민 이동훈련도 실시해 접경지역 주민들의 안전을 확보하고 유사시 신속하고 체계적인 대응이 가능하도록 현장 대응력을 끌어올릴 계획이다.

시는 이번 훈련을 통해 단순한 서류상 계획 점검을 넘어 실제 상황에서 작동할 수 있는 비상대응 체계를 구축한다는 방침이다. 

특히 부서별 역할과 협업체계를 면밀히 확인해 위기 발생 시 행정 공백을 최소화하고 시민 피해를 줄이는 데 행정력을 집중할 계획이다.

손배찬 파주시장은 “시민의 안전은 준비한 만큼 지킬 수 있다”며 “이번 을지연습이 파주시의 위기 대응 역량을 한 단계 높이고 실전에 강한 파주시를 만드는 계기가 될 수 있도록 모든 부서가 끝까지 책임감을 갖고 최선을 다해 달라”고 당부했다.

한편 파주시는 이번 을지연습을 계기로 접경지역이라는 지역적 특성에 맞는 비상대비체계를 다시 한번 점검하고, 실제 위기 상황에서도 시민의 생명과 재산을 보호할 수 있는 대응 역량을 지속적으로 강화해 나갈 방침이다.
