고양특례시가 전 세계 인공지능(AI) 협력을 이끌어갈 ‘UN 글로벌 AI 허브’ 유치에 본격적으로 뛰어든다. 

국제회의 인프라와 우수한 교통 접근성, 첨단산업 기반 등을 앞세워 고양시를 글로벌 AI 산업과 국제협력의 거점도시로 육성하겠다는 구상이다.

고양특례시는 스마트시티과 내에 UN 글로벌 AI 허브 유치 전담조직(TF)을 구성한 데 이어 오는 8월 중 지역 각계 인사와 전문가, 시민 등이 참여하는 범시민 추진단을 출범할 계획이라고 밝혔다.

시는 이번 유치 활동을 행정 주도의 일방적인 방식에서 벗어나 시민과 전문가, 지역사회가 함께 참여하는 민관 협력 방식으로 추진한다는 방침이다. 

이를 위해 유치 TF를 중심으로 행정·재정적 전략을 마련하고, 범시민 추진단을 통해 지역사회의 공감대를 확산하는 한편 자문위원회를 구성해 실행계획에 대한 자문과 정책 토론 등을 이어갈 예정이다.

UN 글로벌 AI 허브는 인공지능을 안전하고 공정하게 활용하기 위한 국제적 협력 플랫폼으로, AI 윤리와 국제 표준 마련을 비롯해 전문가 양성 및 기술 협력, 의료·기후·재난 등 전 지구적 난제 해결 지원, AI 관련 법·제도와 디지털 정부 정책 연구 등의 역할을 수행하게 된다.

현재 국제노동기구(ILO), 유엔개발계획(UNDP) 등 유엔 산하 9개 핵심 기구와 세계은행(WB) 등 다자개발은행(MDB)이 참여 의사를 밝힌 것으로 알려졌다. 

정부는 올해 하반기 전국 지방자치단체를 대상으로 입지 공모를 진행할 예정이며, 최종 입지는 올해 말에서 내년 초 사이 선정될 전망이다.

특히 국내 최대 규모의 전시컨벤션센터인 킨텍스를 보유하고 있어 국제회의와 글로벌 행사를 개최할 수 있는 공간과 기반시설을 즉시 활용할 수 있다는 점을 강점으로 내세우고 있다. 

여기에 인천국제공항까지 약 40분, GTX-A를 통해 서울역까지 약 18분 만에 이동할 수 있는 교통망을 갖춰 국내외 인사들의 접근성과 정주 여건도 우수하다는 설명이다.

고양시는 국제적인 마이스(MICE) 역량과 지속가능한 도시 기반을 갖춘 점도 경쟁력으로 제시했다. 

아울러 2027년 준공 예정인 일산테크노밸리를 비롯해 고양방송영상밸리, 킨텍스 제3전시장 등 미래산업과 복합 혁신 거점이 조성되고 있어 AI 산업과 국제기구가 연계할 수 있는 성장 기반도 충분하다는 입장이다.

특히 고양시는 DMZ와 인접한 지리적 특성을 활용해 ‘평화를 위한 AI’라는 국제적 메시지를 제시하고, 사법연수원과 연계해 AI 윤리와 국제규범, 법치 교육 등을 결합하는 방안도 구상하고 있다. 

단순한 AI 기술 거점을 넘어 인공지능의 안전성과 윤리, 국제규범을 논의하는 글로벌 플랫폼으로 차별화하겠다는 전략이다.

민경선 고양특례시장은 “UN 글로벌 AI 허브 유치는 고양시가 첨단 AI 산업 거점으로 도약하고 대한민국이 국제규범 논의의 중심에 서는 계기가 될 것”이라며 “행정조직과 범시민 추진단이 함께 힘을 모아 글로벌 자족도시로 전환하는 발판을 마련하겠다”고 말했다.
