파주시가 연일 38도를 웃도는 기록적인 폭염에 맞서 재난안전대책본부 비상 2단계를 가동하고 시민 안전을 위한 전방위 대응에 나섰다.

파주시는 폭염경보와 폭염중대경보가 잇따라 확대됨에 따라 안전총괄과를 중심으로 보건·복지·농축산·기업지원·건설·환경 등 관련 부서와 읍면동이 참여하는 비상 대응체계를 유지하며 폭염 피해 예방에 총력을 기울이고 있다고 7일 밝혔다.

최근 파주지역은 광탄면의 일 최고기온이 38.6도까지 치솟는 등 극심한 무더위가 이어지고 있다. 

지난 4일 동북부 지역에 폭염경보, 남부 지역에 폭염중대경보가 발효된 데 이어 5일에는 서북부 지역까지 폭염중대경보가 확대되면서 시는 재난상황실과 폭염 대응 전담팀을 중심으로 상황 관리에 돌입했다.

폭염으로부터 시민들이 안전하게 더위를 피할 수 있도록 생활밀착형 폭염저감시설도 적극 가동하고 있다. 

고정형·스마트 그늘막 등 폭염저감시설 681개소와 쿨링포그 10개소를 운영하고 있으며, 실내 무더위쉼터 447개소도 문을 열고 시민들을 맞고 있다.

특히 일부 무더위쉼터는 오후 9시까지 연장 운영해 폭염이 지속되는 저녁 시간대에도 시민들이 더위를 피할 수 있도록 했다. 

냉장 생수를 무료로 제공하는 '한모금쉼터'도 20개소를 운영해 시민들의 수분 섭취를 돕고 있다.

폭염 취약계층에 대한 보호도 한층 강화했다. 

노인맞춤돌봄서비스 대상자와 건강 취약계층을 대상으로 방문·전화·문자 등을 활용해 건강 상태와 안전 여부를 수시로 확인하고 있다.

농업인과 축·수산시설 종사자들에게는 온열질환 예방수칙을 안내하고 있으며, 기업과 건설 현장에 대해서는 물·그늘·휴식 공간 확보 여부 등을 점검하고 있다. 

특히 폭염중대경보가 발효된 경우 옥외작업을 중지하도록 안내하는 등 현장 근로자의 온열질환 예방에도 행정력을 집중하고 있다.

이동노동자를 위한 쉼터도 24시간 운영한다. 

무더위 속에서 장시간 야외활동이 불가피한 노동자들이 안전하게 휴식을 취할 수 있도록 지원하기 위한 조치다.

도심 열기를 낮추기 위한 대응도 병행한다. 

시가지와 주요 도로에는 살수차를 운행해 아스팔트 복사열을 낮추고 있으며, 읍면동별 폭염저감시설을 수시로 점검하고 마을방송과 재난문자를 통해 폭염 행동요령을 지속적으로 알리고 있다.

손배찬 파주시장은 “폭염이 이어지는 시기일수록 시민의 건강과 일상을 지키기 위한 선제적 대응이 무엇보다 중요하다”며 “재난안전대책본부를 중심으로 취약계층 보호와 현장 안전관리에 빈틈이 없도록 총력 대응하겠다”고 강조했다.
