[기고문] 동북아평화자료원, 청소년이 평화를 배우고 세계와 연결되는 공간이 되기를

고양특례시에 동북아평화자료원이 문을 연다는 소식을 반갑게 맞이한다.

1989년부터 통일부가 운영해 온 북한자료센터를 확대·개편하여 동북아와 한반도의 평화공존의 역사와 기록을 담는 세계적 수준의 아카이브가 고양에 들어선다는 것은 우리 지역뿐 아니라 미래세대에게도 매우 뜻깊은 일이다.

동북아 전쟁과 평화의 역사를 담는 자료원이 고양특례시에 자리하게 된 것은 결코 우연이 아니라고 생각한다. 

약 430여 년 전 이곳에서는 조선과 명, 일본이 벽제관과 행주산성에서 치열하게 맞섰다. 

특히 행주대첩은 전쟁의 흐름을 바꾸고 강화 논의의 계기를 마련한 역사적 전환점이었다. 

과거 전쟁의 현장이 오늘날 평화를 배우고 미래를 준비하는 공간으로 이어진다는 사실은 매우 상징적이다.

고양특례시는 지금도 한반도 평화의 길목에 서 있다. 한강하구를 접하고 있으며 자유로와 통일로가 도시를 관통하고, 2018년 남북정상회담 당시에는 킨텍스가 세계 언론의 중심이 되어 평화의 메시지를 전 세계에 전하는 창 역할을 했다. 

이러한 도시의 역사와 역할 위에 동북아평화자료원이 더해진다면 고양은 평화를 기억하는 도시를 넘어 평화를 배우고 실천하는 도시로 한 단계 더 성장할 수 있을 것이다.

또한 자료원의 개관은 고양특례시가 갖춘 국제도시로서의 역량을 보여주는 중요한 계기가 될 것이다. 

세계적인 마이스 도시로 성장하고 있는 고양에는 그 위상에 걸맞은 지식과 문화, 교육 인프라가 필요했다. 

동북아의 전쟁과 평화, 화해와 협력의 역사를 집대성하는 자료원은 이러한 도시 경쟁력을 더욱 높이는 핵심 자산이 될 것으로 기대한다.

무엇보다 이 공간의 가장 큰 가치는 청소년들에게 있다. 

오늘날 청소년들은 평화를 단순히 전쟁이 없는 상태가 아니라 서로의 다양성을 이해하고 존중하며 함께 살아가는 가치로 배워야 하는 시대를 살아가고 있다. 

평화감수성과 민주주의 가치, 인권과 시민성을 함께 키우는 교육은 미래세대에게 반드시 필요한 역량이다.

동북아평화자료원은 단순한 자료 보관시설이나 도서관을 넘어 청소년들이 역사와 기록을 통해 평화를 이해하고 민주적 시민의식을 키우는 살아있는 교육공간이 되어야 한다. 

학교와 청소년기관, 지역사회가 함께 참여하는 체험형 프로그램과 토론, 전시, 프로젝트 활동이 운영된다면 청소년들은 교과서 속 평화를 넘어 삶 속에서 실천하는 평화를 자연스럽게 배우게 될 것이다.

고양시청소년재단 토당청소년수련관 역시 이러한 비전에 적극 공감한다. 

청소년수련관은 다양한 민주시민교육과 세계시민교육, 청소년 참여활동을 운영해 온 경험을 바탕으로 동북아평화자료원과 연계한 평화교육 프로그램, 역사·문화 체험, 청소년 참여 프로젝트 등을 함께 만들어 갈 수 있기를 기대한다. 

지역의 교육기관과 청소년시설, 시민사회가 유기적으로 협력할 때 자료원은 시민 모두의 평화 플랫폼으로 자리매김할 수 있을 것이다.

더 나아가 이곳이 국내 청소년뿐 아니라 세계 각국의 청소년들이 함께 배우고 교류하는 글로벌 평화교육의 거점으로 성장하기를 바란다. 

동북아의 역사와 평화를 주제로 국제 청소년 포럼과 교류캠프, 공동 프로젝트가 활발히 이루어진다면 서로 다른 문화와 역사를 이해하고 미래의 협력을 모색하는 소중한 배움의 장이 될 것이다. 

평화는 기록만으로 완성되는 것이 아니라 사람과 사람의 만남을 통해 더욱 단단해지기 때문이다.

동북아평화자료원이 고양시민에게는 일상 속 문화와 배움의 공간이 되고, 청소년들에게는 평화와 민주주의를 배우는 교실이자 세계와 연결되는 창이 되기를 기대한다. 

과거의 역사를 기억하는 데 그치지 않고 미래세대가 평화를 만들어 가는 출발점으로 자리 잡기를 진심으로 응원한다.

I welcome the news that the Northeast Asia Peace Archive is opening in Goyang Special City.

The establishment of a world-class archive in Goyang—which captures the history and records of peaceful coexistence in Northeast Asia and the Korean Peninsula—through the expansion and reorganization of the North Korea Data Center operated by the Ministry of Unification since 1989, is a deeply meaningful event not only for our region but also for future generations.

I believe it is by no means a coincidence that an archive preserving the history of war and peace in Northeast Asia is located in Goyang Special City.

About 430 years ago, Joseon, the Ming Dynasty, and Japan fiercely clashed here at Byeokjegwan and Haengju Fortress.

In particular, the Battle of Haengju was a historical turning point that changed the course of the war and paved the way for peace talks.

It is highly symbolic that the site of past wars has evolved into a space today where people learn about peace and prepare for the future.

Goyang Special City still stands at the crossroads of peace on the Korean Peninsula. The Archive, which compiles the history of war, peace, reconciliation, and cooperation in Northeast Asia, is expected to become a core asset that further enhances the city's competitiveness.

Above all, the greatest value of this space lies with the youth. Youth today are living in an era where they must learn peace not merely as the absence of war, but as a value of living together while understanding and respecting each other's diversity.

Education that fosters peace sensitivity, democratic values, human rights, and citizenship is an essential competency for future generations.

The Northeast Asia Peace Archive must go beyond being a mere archive or library to become a living educational space where youth can understand peace through history and records and cultivate democratic civic consciousness.

If experiential programs, discussions, exhibitions, and project activities involving schools, youth organizations, and the local community are operated, youth will naturally learn to practice peace in their daily lives, moving beyond the peace found in textbooks.

The Todang Youth Training Center of the Goyang City Youth Foundation also strongly shares this vision.

Based on its experience in operating various democratic citizenship education, global citizenship education, and youth participation activities, the Youth Training Center looks forward to jointly developing peace education programs, history and culture experiences, and youth participation projects in conjunction with the Northeast Asia Peace Archive. When local educational institutions, youth facilities, and civil society cooperate organically, the Archive will be able to establish itself as a peace platform for all citizens.

Furthermore, I hope this place will grow into a hub for global peace education where not only domestic youth but also youth from around the world can learn and interact together.

If international youth forums, exchange camps, and joint projects are actively conducted on the themes of Northeast Asian history and peace, it will become a valuable learning ground for understanding different cultures and histories and seeking future cooperation.

This is because peace is not completed merely through records, but becomes stronger through human encounters.

I hope the Northeast Asia Peace Archive becomes a space for culture and learning in the daily lives of Goyang citizens, and for youth, a classroom for learning peace and democracy as well as a window connecting them to the world.

I sincerely support the idea that this place will not stop at merely remembering the history of the past, but will establish itself as a starting point for future generations to build peace. As the Director of the Todang Youth Training Center under the Goyang City Youth Foundation, I will actively cooperate with various local organizations to create an educational environment where youth can learn about and practice peace and communicate with the world. I sincerely welcome the opening of the Northeast Asia Peace Archives, hoping that it will grow into a new source of pride for Goyang and a symbol of peace education for future generations.
