고양특례시가 주차난을 겪고 있는 지역 주민들의 주차 편의를 높이기 위해 민간 시설의 유휴 주차공간을 지역사회와 공유하는 ‘고양형 주차공유제’를 본격 추진한다.

고양특례시는 신규 공영주차장 조성에 필요한 막대한 예산과 부지 확보의 한계를 보완하고, 이미 확보된 민간·공공시설의 유휴 주차공간을 효율적으로 활용해 주차 사각지대를 해소하기 위해 이번 사업을 마련했다고 7일 밝혔다.

시는 단독주택과 다세대주택 밀집지역, 상가 밀집지역 등 주차난이 심각한 지역을 중심으로 부설주차장을 적극 발굴할 계획이다.

공동주택의 경우 평일 입주민들이 출근한 이후 비어 있는 주차면을 인근 주민이나 직장인에게 개방하도록 유도하고, 종교시설은 예배나 미사 등 주요 행사가 없는 시간대에 주차공간을 공유할 수 있도록 할 방침이다.

학교는 학생들의 등·하교 시간 외인 야간과 주말, 공휴일 등에 주민들에게 주차공간을 개방하고, 상업시설은 영업시간 외 또는 상대적으로 주차 수요가 낮은 시간대에 유휴 공간을 활용하는 방식으로 운영된다.

참여 대상은 10면 이상의 주차면을 2년 이상 개방할 수 있는 시설이다. 

개방 시간과 이용 대상, 무료·유료 운영 여부 등은 시설 여건과 관리 주체와의 협의를 통해 탄력적으로 결정할 수 있다.

시는 참여 시설의 부담을 줄이고 사업이 원활하게 운영될 수 있도록 지원책도 마련했다. 

현장 조사와 운영 조건 협의를 거쳐 ‘고양시 주차장 공유심의위원회’ 심의를 통해 최종 선정된 시설에는 차단기와 CCTV, 조명, 안내표지판 설치는 물론 주차구획 정비 등 주차환경 개선에 필요한 비용을 지원할 계획이다.

이번 사업은 새로운 주차장을 조성하기보다 지역 내에서 이미 활용되고 있는 공간의 빈 시간을 주민들과 공유한다는 점에서 예산 절감과 주차난 완화라는 두 가지 효과를 동시에 거둘 수 있을 것으로 기대된다. 

특히 주차공간 확보가 어려운 단독·다세대주택 밀집지역과 상업지역 등에서 주민들의 생활권 주차 편의를 높이는 데 도움이 될 것으로 전망된다.

고양시 관계자는 “새로운 주차장을 짓는 방식에서 벗어나 지역 내 기존 자원을 공유하면 예산을 절감하면서도 주차 편의를 보다 신속하게 높일 수 있다”며 “시설 운영에 지장이 없는 범위에서 이웃과 공간을 나누는 이번 사업에 많은 관심과 참여를 부탁드린다”고 말했다.
