고양특례시가 올해 상반기 개발부담금 징수 실적에서 24억 원이 넘는 성과를 거뒀다.

시는 6일 상반기(6월 말 기준) 개발부담금 24억 3,704만 원을 걷었으며, 이 가운데 시 몫인 12억 2,850만 원과 별도로 국가로부터 받는 징수위임수수료 1억 3,200만 원을 확보했다고 밝혔다.

개발부담금은 개발사업으로 생긴 이익의 4분의 1을 환수하는 제도이며 걷힌 금액의 절반은 지자체 몫으로 돌아가고 나머지 절반은 국가로 귀속되는데, 이때 국가 몫을 시가 대신 걷어주는 대가로 7%의 수수료를 받는 구조다. 

고양시는 이 위임 징수 업무를 통해 시 재정을 늘리는 데 힘을 보탰다.

시는 부담금이 밀리지 않도록 여러 단계로 나눠 관리하고 있으며 납부 기한 전에는 미리 안내하고, 체납이 생기면 독촉에 나서며, 오래도록 내지 않는 경우에는 보증보험금을 청구하거나 재산을 압류하는 방식이고 여기에 분납·납부 연기 대상자를 꾸준히 관리하고 고양페이 포인트를 지급해 조기 납부를 유도한 것도 징수율을 끌어올리는 데 한몫했다.

위임수수료 수납 실적도 순조로우며 지난해 4분기분 4,899만 원과 올해 1분기분 3,289만 원은 이미 수납을 마쳤고, 2분기분 5,024만 원도 정산을 끝내고 교부를 청구해 놓은 상태다.

시 관계자는 "경기 침체로 신규 개발사업이 줄어든 여건에서도 분납·연기 대상 관리와 체계적인 징수 행정 덕분에 세입을 안정적으로 확보했다"고 말했으며 이어 "앞으로도 고양페이 포인트 지급 같은 사전 납부 유도책과 단계별 체납 관리를 강화해 시 재정 건전성을 지켜나가겠다"고 덧붙였다.
