파주시의회는 22일 열린 제265회 임시회 문화환경위원회에서 김선미 의원이 대표 발의한 '파주시 중장년 지원에 관한 조례안'을 수정가결했다고 밝혔으며 이번 조례안은 인구 고령화와 사회 구조 변화 속에서 자녀 양육과 부모 부양을 동시에 책임지는 이른바 '낀 세대'인 중장년층을 체계적으로 지원하기 위해 마련됐다.

김선미 의원은 제안설명에서 파주시 전체 인구의 40.5%를 차지하는 40세 이상 65세 미만 중장년층이 지역사회의 경제활동을 이끌어온 핵심 계층임에도 불구하고, 조기 퇴직과 고용 불안, 노후 준비 부족 등 다양한 어려움에 직면해 있다고 설명했다.

또한 기존 복지정책이 영유아와 청년, 노년층 중심으로 운영되면서 중장년층에 대한 정책적 지원은 상대적으로 부족했던 만큼, 이들의 사회·경제적 고립을 예방하고 안정적인 노후를 준비할 수 있는 제도적 장치가 필요하다고 강조했다.

조례안에는 중장년 지원정책의 기본 방향과 주요 사업을 담은 지원계획을 수립·시행하도록 하는 내용이 포함됐으며 이와 함께 생애설계와 경력개발 교육을 비롯해 취업·창업 지원, 심리상담, 건강증진, 문화·여가 프로그램 등 다양한 지원사업을 추진할 수 있는 근거도 마련했다.

김선미 의원은 "이번 조례는 단순한 복지 지원을 넘어 중장년층이 축적한 경험과 전문성을 지역사회의 소중한 자산으로 활용할 수 있도록 하는 데 의미가 있다"며 "중장년층이 새로운 삶을 준비하고 다시 도약할 수 있는 기반이 될 수 있도록 많은 관심과 협조를 부탁드린다"고 말했다.
